dont allow you to dispatch a driver to the port that doesnt have a twic

As a driver, I can drop a pin to indicate my location when entering a repair order

use it for precanned responses to the dispatcher over message also give a link, maybe on the location requirements, that has videos or how tos on how to get into customer facility
