Ability to use OCR to scan driver documents

Utilize OCR to scan driver documents and extract the data. Validate accuracy by providing a score. Low-scoring documents will be placed into a bucket for further review by a safety coordinator. Higher scoring documents will be automatically validated and attached to driver.
